Least Responsible, Most Exposed

Pakistan contributes just 1% of global greenhouse-gas emissions, yet it ranks among the ten most climate-vulnerable nations on Earth. That single mismatch a country that did almost nothing to cause the crisis bearing some of its heaviest consequences is the story of climate change in Pakistan. Over the past four years, that story has stopped being a projection and become a lived, recurring reality.

A Decade of Compounding Disasters

Between 2022 and 2025, Pakistan endured four consecutive years of cascading climate disasters floods, heatwaves, and compound extremes that increasingly overlap. Each year has added a new chapter to a pattern that is accelerating rather than easing.

●      2022 — The Mega Floods: Roughly 33 million people were affected, with damages estimated at $14.9 billion and about 4.8% of GDP lost in a single event.

●      2023 — Prolonged Heatwave: A heatwave stretched from March through June, running 5–8°C above seasonal norms across large parts of the country.

●      2024 — Deadly Heat: More than 568 deaths were recorded as temperatures reached 49°C in Sindh and over 7,900 people were hospitalised.

●      2025 — Heat and Floods Together: The second-warmest year in 65 years, with a mean temperature of 23.9°C and heat and flooding striking in the same season.

The trajectory is unmistakable: the disasters are not only more intense, they are arriving closer together and, increasingly, at the same time.

Why It's Getting Worse: The Clausius–Clapeyron Effect

The physics behind this intensification is well understood. The Clausius–Clapeyron relationship describes a simple truth: a warmer atmosphere holds more water vapour. As the air warms, dry spells grow drier and wet spells grow wetter both extremes are amplified at once.

In practical terms, Pakistan now experiences longer droughts and heavier deluges, sometimes within the same season. The Thar Desert offers a stark example. Once defined by its scarcity of rainfall, it now sees surges of intense rain and deadly lightning strikes a direct consequence of warmer, moister air moving over land that was never built to drain it.

The most dangerous outcome is the compound event. In 2025, Pakistan faced both a record 49°C heatwave and the displacement of more than four million people by floods. When heat and flooding overlap, they overwhelm a disaster-response system designed to handle one crisis at a time not two.

The Economic Stakes

The economic exposure is as severe as the human toll. If climate change is left unaddressed, Pakistan faces a projected 18–20% reduction in GDP by 2050 a structural blow to an economy that can least afford it.

The pressure falls across three fronts at once:

●      Agriculture — crop yields are projected to fall 8–10% by 2040, threatening food security and rural livelihoods.

●      Infrastructure — recurrent flooding damages roads, bridges, and power systems faster than they can be rebuilt.

●      Public health — rising heat mortality and a growing disease burden strain an already stretched health system.

The Emissions Injustice

This is where the moral weight of the crisis becomes impossible to ignore. Pakistan is least responsible for climate change, yet most exposed to it.

Pakistan's share of global emissions is about 1%. The two largest emitters together account for roughly 45%. And yet it is Pakistan not the largest emitters that sits inside the top ten most climate-vulnerable countries in the world. The nations that did the least to warm the planet are the ones absorbing its sharpest shocks.

What This Means

Taken together, the evidence points to four conclusions that are no longer up for debate.

●      Action is no longer optional. Agriculture, infrastructure, public health, and economic stability are already at risk today these are not theoretical future concerns.

●      Dense, hyperlocal data networks are essential. Global models routinely miss convective events. Real-time sensor networks and early-warning systems are the only proven path to saving lives.

●      International finance must reach frontline nations. Pakistan needs $348 billion between 2023 and 2030 while contributing just 1% of global emissions the injustice demands redress.

●      Every degree of warming matters. Because of the Clausius–Clapeyron effect, each additional 1°C amplifies drought severity and flood intensity at the same time.

The Final Takeaway

In a changing climate, timely information is no longer a convenience it is essential. Climate intelligence is what turns raw atmospheric data into the early warnings, local forecasts, and risk maps that let communities act before disaster arrives rather than after.
